This is going to be another ugly one; half of the max part counts are functions of random other stuff.

From swb:

Replication Package can be from 0 to max of ship scale.
Secondary core is 0, 1, or 2.
SIF is max of Hull qty x 2 except civilian hull means SIF is max of Hull qty x 1.
