Torpedo system weight/power when number of torpedo systems set to zero #34

Was attempting to create the absolute minimum frigate; Tier -3 250kt frame.

Selecting a torpedo system and then setting its quantity to zero adds weight to the tactical suite above selecting "no torp", which doesn't make a great deal of sense and is likely to immensely frustrate someone down the line. It also consumes additional power, again despite not actually mounting any torpedoes.

Actually, this seems to hold true for pretty much every system where you can set quantity to zero, but still select a system/no system option.
