Make sure that balance changes are easy #4

The core contributors probably need to be able to make balance changes without having to run through the git(hub) workflow. Some of this is captured by the parts list, but other things - adding new magic numbers and operations in parts of the system, adding new component types, changing caps and other basic functionality - aren't so easily included as columns in a spreadsheet.

The user stories for part list handling, and the design we came up with to handle those stories (copying parts lists around), address this use case.
