In today's developer meeting, it was decided to release the current updates in RC_v1.5.x immediately, and move pending PRs to a later 1.5.4 release

Checklist for releasing v1.5.3:

[x] Re-run notebooks and commit updates to repository
[x] Bump version in __init__.py in RC_vX.Y.Z
[x] Add changelog in RC_vX.Y.Z
[x] Add new contributors to vX.Y.Z
[x] Merge RC_vX.Y.Z into main
[ ] Delete RC_vX.Y.Z branch
[x] Create release
[x] Push release to conda-forge
[x] E-mail tobac mailing list
