Repeated loss of connection with quad while flying #11

Happened on both Sliver and 330 protos. Noticed that message rates for raw_imu was rather high. Turning this down improved reliability, but still saw multiple additional radio drops afterwards.

Might be due to repeater battery being low.

Much better on 330 after reducing outbound message rates from px4 and inbound manual control message rates from iOS to px4. Radio link quality appears to be much worse on Sliver.
