Impact Reports "Languages" select list defaults by selecting all languages #63

environment: lcreporter-test (vr 0.13.0) priority of issue: medium impact of issue: For a manager to sort impact reports under one language they have to unselect all the irrelevant languages before they can view the relevant data.

Suggestion

  1. Checkboxes in "Languages" select list should default to "unselected"
  2. When a user selects a language the impact reports page should update to show all impact reports that match that language
  3. If a user selects multiple languages only the impact reports that contain all of the selected languages should show

If this change gets implemented, then we also should consider that the "States" dropbox to operate the same way as the "Languages" select list on Impact Reports

I think that the most suitable behaviour for this depends upon the most common use cases. Particularly whether people want to be using this feature to narrow down to a particular set of reports or see a whole lot of reports at once. Whether the checkbox combinations operate by union (as they do now) or intersection (as Geoff suggests they should) also depends on whether we are expecting most reports to have a bunch of languages applied, or most to have only a single language. Possibly also this would look different in different states.

Also, I think ideally there would be an extra checkbox that allowed you to select and unselect all at once.

Before I change anything here I'm going to have to ask others about what would be best.
