unable to FLASH transmitter with FRSKY / smartie parts board #708

What steps will reproduce the problem?
1.Unable to read nor flash TX with EEPE anymore
2.AIL and THR switches are reported ON while they are not
3.

What is the expected output? What do you see instead?
I should be able to flash the TX with ER9X FRSKY and get telemetry

What version of the product are you using? On what operating system?

Please provide any additional information below.

I'm getting this error message when trying to flash:

avrdude.exe: error: programm enable: target doesn't answer. 1 
avrdude.exe: initialization failed, rc=-1
             Double check connections and try again, or use -F to override
             this check.

avrdude.exe done.  Thank you.

This is not a firmware issue.
