[1850] Unable to use Western Land Grant to Buy Mesabi Token #10401

Player was not able to use second track lay to buy Mesabi token using Western Land Grant.

I'm not entirely sure you can use a Western Land Grant tile lay for the purchase of a Mesabi token. I get the urge to, but that feels like something that would need to be confirmed with the designer.

Bill Dixon tends to be semi-active on that site, so we should get an official ruling.

Dixon confirmed in that thread that players should be able to use any additional yellow tile lay ability to buy a mesabi range token.

I think I have an idea on how to resolve this. I'll take a look tomorrow.

In the end, my idea didn't work, so if anyone else has any ideas, go for it.
