[18 India] Variable city bonus not counted correctly #11072

Variable city bonus for NCR should be £40 for the brown city at K14, giving total run of £140. However, the system gives variable bonus of only £20 for total run of £120

The bonus is adding correctly. The issue is that all of the red cities on the map are showing at 20 more than they should actually be For example Nepal only has a value of +10 and not the +30 as shown on the map. It is the map that is wrong.

NOTE: The values shown on the 18xx.games map assumes the minimum value the city will collect. If a non-variable city greater than 20 is visited in the route, then a bonus is added to the route.
