[1817] Coal mine track rotation issue #2726

GT wants to lay gentle bend coal mine track on H13 bending to the NW, but can’t.

He can lay coal mine track to the SW... and regular track to the SE or NW, but not coal mine track to the NW.

I can’t think of a reason why this isn’t working. He has the money to lay the track, doesn’t run off board, &c...

Coal mines must be placed adjacent to a city in a direction that allows them to directly connect to the city (if sufficiently upgraded). Coal is only allowed in H13 if one track segment is pointing directly to Blacksburg.
