18GB - Incorrect Upgrades Shown #8488

Extra (incorrect) upgrades are shown for the yellow XX and OO tiles. I think the others are correct.

For example, this one should not upgrade to G06 or G11.

There are other problems, for example G04 only upgrades to G13 and G15, not G14. I'm guessing whatever fixes this will fix everything. So far, I only see problems with XX and OO tiles.
