This includes a refresh of the hotp tutorial docs.

Switch app state to KV
Simplify setting up kernel resources using component types
Condense oracle doc a bit
General formatting and wording update, trying to make the different submodules more cohesive

@bradjc the tutorial looks great! Thanks for the hardwork updating / improving. This tutorial has been very helpful for introducing / onboarding some undergrads with Tock.

I only saw a few small grammar / clarity fixes. I think this should be good to merge soon.
