Timeline: Watcher cannot be added to Timeline in PotL #517

Yes, this was PotL. The Gold Smoke Knight was visible, but the watcher wasn't available.

This is a DNF; the Watcher hadn't been added as a nemesis yet.

HOWEVER, in troubleshooting this, I discovered that PotSkull campaigns COULD NOT add the nemesis (and they will be able to in the next release).
