Updated Makefile to add the creation of a package config file as part of a dev build and install.

Note Removed uninstall-lib from uninstall-dev, as this would leave dynamically linked apps "wanting".

Can the name be changed "blink1.pc" instead of "Blink1.pc" (since the product name is "blink(1)") or does that go against pkg-config rules?
