Prepare new release from lastest main branch #12

The latest published release does not handle exceptions generated when generating the report descriptor. This has been fixed on the main branch and it successfully compiles and produces the report, but no release has been made for some time now. No none regressions were found from the tip of tree. Let's make this a release so others can benefit from this.

I'm not much of a Windows developer and have totally forgotten how to compile this. If you recall off the top of your head, I'd be most appreciative.

Okay I think I re-figured out how to build this :) New release done
