[Docs] PyArrow docs missing Feather documentation #1452

Original Issue Description:

The Feather documentation seems to be missing from the PyArrow documentation site:

Note: Comment by Wes McKinney (wesm): Duplicate of ARROW-1307. It's not missing – none has been written! Documentation patches would be very welcome

Note: Comment by Wes McKinney (wesm): Right, someone has to add them to https://github.com/apache/arrow/blob/master/python/doc/source/api.rst. I was planning to do it tonight since it's in the 0.7.0 release milestone
