Finalize Steering Committee election rules #9

"For the Steering Committee election, stagger the election for 3 members 3 years. Initially, randomly assign 3 board members to each of the 3 election groups. Use condorcet voting for the election, to pick the top three candidates from the ballot list.

Leave the details of the timing and administration and oversight of the election to the board to decide. If I am seated on the board, I will likely propose and support that it be timed such that newly elected members are seated at the Collab Summit each year, and that the actual election be supervised by however the LF likes to do this sort of thing with other WGs."

Does that fulfill your election needs? I'd like to move forward on this and get the charter baked so we can get it front of people to sign.
