What is a hard dep? I think you mean "hard dependency", but even then I'm not sure what that means.

Do you want to know about FTEs? In other words, if 10 engineers dedicate 10% of their time to supporting part of the Linux kernel, should that be equivalent to a one 100% dedicated developer?
