Create a list to hold offers of in-kind donations #13

We should start a list of known in-kind donations that our respective organizations are willing to offer to open source projects and foundations.

This could be a new list in https://github.com/todogroup/awesome-oss-mgmt or it could be a whole new repo.

Rather than start a new repo just for this, I'm going to start it off by adding In-Kind Donations as a section to the https://github.com/todogroup/awesome-ospo list. We can always fork it out from there if we need.
