remove old api with new api. (old api did nothing up to now and was setup wrong) #52

The old api was not configured and named correctly. Since nothing was inside I am removing it and adding a new api scaffolding which should be easier to use and easy to start

You can either Selfhost it as a console application or start it using IIS when set as a class library.

The service is dependency injected
