need to fix the internal Windows build system to match VC projects #129

Some build errors were caught by the VC projects but not our internal
Windows build system:

We should make sure our internal Windows build system matches the VC
projects in behavior.

Once we have our cross-platform continuous build system (based on Hudson) set 
up, we
can regularly build the VC projects.  Therefore closing this as won't fix.
