Add PowerShell code example "PSToggl" #340

PSToggl is a good example on how to use the Toggl API v8 with PowerShell and also a functional Toggl Client for PowerShell (on every operating system)

Unfortunately we will be deprecating this repository in the near future, seeing how our public documentation page has replaced it. We will add your addition there. Thank you for your efforts! I'll close this PR for now.
