I've added explanations for how the dates in the Reports API since and until paramaters work with times and time zones for the time entries that are returned - this isn't currently documented anywhere.

We're currently in the process of rewriting our entire reports documentation, we'll be sure to think of this contribution! For now, since we'll be archiving this repository in the near future, I'll close your PR.
