Poor support for synchronization of records to local storage

We need to synchronize Toggl data into tables, so that we can match records up with data from a series of other services we also use. The API does not support this very well, and I'd like to request a few changes that (hopefully) should be relatively straight forward:

• Let me know the UTC timestamp of when each record was updated - regardless of when the time record begins and ends
• Let me fetch a list of records that have been updated since a specific UTC timestamp
• Let me fetch a list of records that have been deleted since a specific UTC timestamp

With these, we could simply do incremental updates, and not have to delete-and-refetch a week at a time every day.

I'm sorry for the inconvenience, this repository is mostly unmaintained and therefor issues like this do not get seen (in time).
