Add `garyhtou/toggl-track` to list of resources #440

I have been working on a Node.js client for the new Toggle API v9! It's work in progress, however, I thought I'd share this with you all 😄.

This PR adds https://github.com/garyhtou/toggl-track to the list of resources in the README. Would it also be possible to add it to https://developers.track.toggl.com/docs/next/third_parties as well?

Unfortunately we will be deprecating this repository in the near future, seeing how our public documentation page has replaced it. We will add your tool there. Thank you for your efforts! I'll close this PR for now.
