Have blank dimming level mean "turn on" with setting dimming level. #3

Forum user Tillsy has requested a mechanism for dimmers to just be turned on, without using the dimming level assignment. Seems easy enough, and in discussion we agreed that "blank" for the dimming level could be used to mean "on without level change."
