Distcc timeout #2

On some of the bots, we end up waiting for the distcc timeout before the 
build runs locally.  The default timeout is 5minutes, which is longer then the 
build should be.  So it would be nice to turn the timeout into something that 
can be controlled via an environ var so it can be lowered.

dcc_io_timeout in src/io.c is the one that causes this.
