Snowhawk should start as a major city, one of the highest dev provinces in Skyrim
It should also start with a fortress
Around the start of 4E, make an event where the player either has to spend HUGE sums of money to keep the city relevant or else it loses all its development, is renamed to Fort Snowhawk, and is occupied by rebels.
(This is to represent the decline of the city into an obscure fort that in 4e became a necromancer holdout)
