Morrowind only has like 6 tags but a ton of cultures, these don't have any primary tag at all. We need to create these so that separatist rebels can spawn. Its not a priority but it needs to be done, for example before Morrowind ideas are done. In a heavily divided region like Valenwood its not really necessary but in Morrowind which is centralized all these revolter tags need to be a thing
