Pump Thanos SDK to v0.0.9 to support the FBI team interacting with the USDC bridge

@0x6e616d It doesn't matter if you tag in the PR stage using not standard tag (ex. yours) (if you have to use a new package urgently). But you have to let me create the standard release tag in the main branch after merging. In the mainnet, we will use the release tag, and it will update our kustomize to use new version if there is the release tag! 🙇🏼‍♂️
