Test the tokamak tally basic functionality

Create a test script to check the tokamak tally basic functionality.

• If SWTON is insufficient, vote token mint cannot be performed.
• If you mint a vote token, the amount of the vote token cannot be unstaken from simple staking.
• If you burn a vote token, the amount that can be unstaken in simple staking should increase by the amount burned.
• A proposal can be submitted only if the number of voting rights is equal or greater than proposalThreshold.
• should work the full proposal lifecycle up to executed
• should cancel the proposal before vote start
• should not cancel the proposal after vote starts
• should be able to see proposal defeated
