[Enhancement Request] Make option for Setup Response 'grace'

Enhancement Request to have an option to configure 'x' amount of 'grace passes' 
on a forced Setup Reponse.

Could this be a time period instead of x amount of logins?

And what would be the first trigger event?  The first password change in PWM?

A time period option would be nice as well. 

As far as the first trigger event, that could be very customizable. It could be 
first password change, times landing on the Setup Response page or any 
authentication to pwm (New Account, Activate, etc.).

I was thinking in relation to a use case of introducing pwm to the environment 
and forcing them to setup the response set on login to a portal. The user could 
bypass setting them up a few times but it would prompt each time they 
authenticate to the portal.
