Problem accessing PWM via F5 load balancer when SSL is terminated on F5

What steps will reproduce the problem?
1.Access PWM through F5 load balancer where SSL is terminated on F5
2.Communication from F5 to Tomcat7 is non-SSL
3.

What is the expected output? What do you see instead?
get ERROR_INTERNET_CANNOT_CONNECT, request is redirected from https:// to http:

What version of PWM are you using?
1.6.4

What ldap directory and version are you using?
OpenLdap v 2.4.23
