Error (PWM 5019) message that the service is not availble on page : /private/SetupResponses #490

What steps will reproduce the problem?
1.Login with a account composed by numbers
2. Recovery password by email
3. Password is changed, but by clicking on "continue" Comes up with error (PWM 
5019) message that the service is not availble on page : /private/SetupResponses

What is the expected output? What do you see instead?
By clicking "continue" should redirect to our website, as it does when has 
logged an account composed by characters.

What version of PWM are you using?
PWM v1.6.4

What ldap directory and version are you using?
Microsoft Active Directory. Server 2008

Please paste any error log messages below:
error (PWM 5019) message that the service is not availble on page : 
/private/SetupResponses

I've read the solution at issue 355, but I have no line with 
"PwmSetting.CHALLENGE_REQUIRE_RESPONSES" in my file SessionFilter.java.
