Changes to default verbiage/text lost during upgrade to 1.7.0

What steps will reproduce the problem?
1. Install 1.6.4.
2. Set custom text in English language under Display, Error, or Message.
3. Upgrade to 1.7.0 following the provided instructions.

What is the expected output? What do you see instead?
Custom text changes should stay in the configuration

What version of PWM are you using?
1.6.4, upgrading to 1.7.0

What ldap directory and version are you using?
Active Directory, 2008 R2 forest and domain level

Please paste any error log messages below:
No error messages are produced.
