Check if proxy admin is non-transferable #588

The idea is that since the wallet should transferable only once (transfer ownership from walleetDeployr to the owner), then we can use the same check for the proxy Admin.

A low level delegatecall() is used to invoke wallets isTransferable().
Upgrade functionality is removed.
