Changes

Added a payable keyword to the gas proxy executeTransaction method.
Added a corresponding unit test with ETH value transfer.

Note: The new proxy has already been deployed to mainnet https://etherscan.io/address/0x3fc2c27fc4620c02d78c2231632b519167803a85
