Swaps selling tokens for BTC do not leave enough funds for swap if out of fuel #245

If a swap sends a token in exchange for BTC, and the swap clears out the remaining fuel, then the swap is stuck. Even when the owner sends more fuel, the swap is not allocated the fuel to complete the swap.

This leaves the swap in an unfinished state even though the owner sent more fuel.
