Sync provider link opens within the plugin #2847

Describe the bug Sync Provider link opens in plugin instead of launching a browser window

To Reproduce Steps to reproduce the behavior:

  1. Create a new sync provider from the settings page
  2. Select URL or JSONBin or Azure DevOps
  3. Click the read more link

Expected behavior This should open in a browser, like it does for other sync providers (i.e. GitHub). Link simply requires a target="_blank"
