This won't be fixed because there is not an objectif to associate the theme with a particuler gtk+-3 release. Many GNOME themes follow gtk+-3 version closely because of the nature of the theme--being a GNOME theme requires quite some time to dedicate to the developement. This theme should pretty much work gtk+-3.14 without major issue; older release would work as well because there weren't no major changes here since version 3.6 which is not the case with gnome-theme-standard or Adwaita engine which power most of the gtk+-3 themes.
