Change all require_once references so we only need one copy of database/Database.php

With the way that the project evolved, the Client directory was located in
the Apache html directory and a local copy of the database classes was
needed. Now, Client has been merged into the repository and this is no
longer necessary. All files in Client should refer to the main copy of
database/Database.php in the top-level monarch-server directory.

Also, website.txt is duplicated. I've only been updating database.php, 
master.txt,
etc... in the main database folder, not Client/database, so those could be way 
out of
date.
