JS SDK in-context updates local data with empty value #3317

Steps to reproduce

  1. Create project with 2 languages (english and czech)
  2. Use in-context dialog to create new key
  3. Set only English and keep Czech value empty
  4. Save
  5. Switch app language to Czech

Current behaviour: The empty Czech translation is displayed

Expected behaviour: The english as a fallback value should be displayed as Czech was not set
