Notification permission not requested #340

On Android 13, the app has to properly declare and request notification permissions. This app doesn't do that, and therefore notifications are disabled.

Should be fixed in release 8.4, sorry about that!

Google Play update should roll out soon, or you can get the apk here: https://github.com/tom-anders/Easy_xkcd/releases
