Add expertise support to features #71

Some feats/class features grant expertise in a skill or tools. This is partially implemented, but there are two specific scenarios that are not:

Incrementing. The UA skill feats grant proficiency or expertise depending on what the character already has.
Expertise based on source. The Artificer gains expertise in the tool proficiencies gained from the class. There needs to be a way to apply this.
