Adjusts DicomMRI class to align with NEMA MR Image module #7

Makes DicomMRI class more closely aligned to NEMA MR Image module: https://dicom.nema.org/medical/Dicom/current/output/chtml/part03/sect_C.8.3.html

This is probably a more logical way of building the DICOMs from scratch. Could also implement for other Modules, e.g. General Series, Pixel Image, etc.
