Bilevel_Optim.py #11

Function wich calls Lev1_Optim.py.

Initializes bilevel optimization proces based on IsoSelect and InitParams from Iso_Decision.py.

Generates FinalResults data object.

good results with SHGO algorithm for level 2 and nelder-mead for level 1. But be aware - error in function - input with lambda needed!
