Fix incorrect kernel option and add grubby equivalent.

• Add the correct kernel option to disable PCIe ASPM.
• Add the grubby equivalent for managing kernel options.

Can you please look into this? In the readme the instructions for disabling ASPM are inexact, causing AER ( PCIE advanced error reporting) to be disabled instead. @tomaspinho
