user story:
I have a use case where I need to ensure that the resulting cropped images are a specific pixel size, even if one or both dimensions are greater than those of the original image. For example, I have an image that is 1024x727. I would like to crop a square portion of the image and ensure that the resulting cropped image resolution is 800x800. Currently, the resulting image has the correct horizontal resolution, but is 727 pixels tall (not square).
This patch makes it possible for cropped images to be resized larger than the original. It is well understood that enlarging images in this way will cause image quality degradation, but there are cases where this is allowable.
