Add cmake #40

What is left to do:

[x] fix installation
- it should not require tomaten_server and tomaten_master to be built
- it should copy DLL's on Windows

- [ ] build for 32 bit Windows

- [x] build for 64 bit Windows
- [x] build for 64 bit Windows
- [x] build for OSX
[x] Update build notes
[x] create a 'fork' of vcpkg containing x86-linux triplet and enet 1.3.15

Additionally we need to wait until https://github.com/microsoft/vcpkg/pull/11702 has been merged. Some more cleanups that would be useful:
