Add Elevation Layer + Get value #325

Not sure I understand the issue. In any case, if you have the development 
environment
on your machine, you have all the ascii layers, too.

The issue here is that when we do modelling, Alison said that there is no need 
to add
elevation layer to it because this layer is in some way in correlation with 
climate
data. So she doesn't include this layer to the environmental layers for 
modeling. But
as we discussed before, it's important to get elevation value from occurence 
data
because this information combined with other infos will be essential for 
controlling
(not only for vetters but also for data provider) data.

I understand now, I forgot that elevation is not used with the
terrestrial models.

Here is a link to the elevation I recommend using, includes sea depth
and land elevation in one layer, 1 km

fixed. We just need to update the database and add "topex.asc"

just an afterthought - you may want to check that the datum on this topex layer
matches the datum used in the portal (WGS 84?), and adjust accordingly
